As to material, I think that you'd be best in a 1.6 MR8.

Devil's dilemma: I would sacrifice a thinner lens for the increased impact-resistance of poly.
Am I reading the lenses as a ft with a PD 60/57?
Either way I'd get a prior approval for aspherics. If bi's use a tk 1.67. Thickness will be safe. Chromatic aberration in 1.67 may be noticed, in poly it will probable be intolerable (if powers in range!) especially if not ar coated.
How much decentration? Is any frame available that would be more centered?
Another thought- How old is the kid. This screams for contacts.

I don't think you have to worry about impact resistance on a +10.00. Of course you shouldn't have an overly thin knife-edge.
I'd do 1.67 in a Zyl frame.

So you need inexpensive, FT, thin? Aspheric poly FT is the obvious choice.
If on state aid I believe you'll need prior approval for aspheric and if so go for the better optics of 1.67.
Any Lab guru know for sure if the lenses are in range in poly?
I'd try to get the patient to look at a smaller frame as well. There's much more to affecting lens thickness than just lens material.

thats out of range for sherical poly,
even with aspheric, that's pushing it.
Base curve would be over a 9, and back curve would be under a 2, which is normally out of range for hard tool fining.
you can try make it work with an aspheric 8 base and a custom fining tool, but it would still come out really ugly when installed in a frame.
i just did a +8.00 in a small plastic frame, the lens still stuck out at least a few mm and the frame had to be reshaped.
First off, make them pick a different frame. With a 53 eye and the typical 18 DBL, a PD of 60 (or worse, 57, not sure from your post) would produce 5.5mm of decentration, way too much for that power. Second, I would do what's best for the child, make it in aspheric 1.67 with AR, and eat whatever Medicaid won't pay. "Pay it forward," as the saying goes.
