Axis drum on S4OPTIK Keratometer- Am I secretly stupid???

Hi!
I recently obtained my first manual keratometer, a S4OPTIK Keratometer. My clinic exclusively uses auto keratometers, and none of the other opticians or optometrists can recall how to use a manual.
The axis drum on the keratometer won't turn, and looks like it isn't designed to turn. What am I missing?
Thank you- I'm sure it's an obvious fix that I'm entirely missing.

Looks like the B&L I have. Yes, it rotates, that's how you find the degree of astigmatism, if any, and the axis. I remember one that had a drum that was hard to turn- lubrication fixed it, but I don't remember what we used. Try an instrument repair shop for advice. I still have one that's designed to sit on a table. Probably a dime a dozen by now.
