Are you trying to HC a tinted poly lens? Generally Poly material does not tint so you HC first then tint. If the lens is fogging in that process it means the HC was not correctly cured.
No,we do tint first then HC.previously we also do the same but now some lens become foggy.
The common cause of poly lens frosting is due to uncoated material being cleaned with a solvent solution.
The lens must be tinted prior to tinting. I you are applying a secondary hard coat check coater to make sure lens is completely dry or as you suspect curing process might be off due to "weak" UV bulb
Any changes to hard coat type or cleaning solutions?

Cleaned with methanol,& for itching in machine tank naoh solution used
