Has anyone ever seen this type of Luxottica "used" stock? Comes without cases and can be in anything from perfect to very poor condition, even with missing lenses or parts.

Wow, they're not taking a lot off their prices for a "final sale" deal.
I'm Andrew Hamm and I approve this message.
Idea is interesting, but price is nuts!
$19.00 would be more like it.
Whatever doesnt sell in the supposed final sale ends up in liquidation at fairly low prices. I managed to get a large quantity of it, but only after 1 or 2 middlemen.
I should think the source would expect very high MOQ.
Would be interesting to know what the name of the liquidator is. The stock tends to come up twice a year. Once in Spring and Once in the very end of Summer.
I see Lux frames regularly at my local Ross and TJ Maxx. Usually much cheaper than priced in your photo.
Yes, many of the ones I purchased have Nordstrom and Maceys stickers on them as well as general retail stickers.
I did not pay the sticker price. I got them via a middleman liquidator. I have purchased over 5000 frames in varying condition from this "source". I would say 25% immaculate, 25% passable, 25% that would need parts from the last 25% to build immaculate or passable frames.
I sell vintage and high end designer sunglasses in used condition and this supply has been working very well for me with a small number of part time freelancers doing all the cleaning and repairs for me.
