    HIPPA rules about customer records if I sell the business

    I have no way of contacting all my customers to ask if it's okay to allow the person who purchases my optical shop to have their records. I'm not on social media and not about to start! I think most, maybe all, would be glad to know that their records are still in the shop, even though it's owned by someone else. Does HIPPA allow me to transfer the records?

    That is not a HIPAA requirement. You would be transferring ownership to another provider, so there is nothing required of you regarding notification under HIPAA. It would be beneficial to let folks know you are leaving, and who the new folks are to help with the transition, but you do not have a HIPAA issue.
