We always had one for the ladies to powder their noses. It's a common decency. I don't know if there are any States which require it by law but if they do it most likely will have to be ADA compliant.

On other continents public and clean washrooms have been a standard in most Countries and communities, however missing in the USA and Canada.
Any business dealing with older age groups should have the facilities available, without being forced into it by law.
I've never been in an American store that didn't have a restroom for customers. I've been in several European stores that didn't have a restroom for customers. I think you should listen to Chris...
Charge for your services.
In the state of California, I believe that the only stores that are required to have restrooms are those that serve food. I allow customers to use the bathroom here.
