How big is a fish? How much does a car cost?

Your question is far too vague to even start answering.

Maybe Yes, Maybe no. There are many factors in play here. Can you have a freeform PAL in a frame with a B of 28. Yes of course. Can the patient use it? Maybe. What's the pupil height, how experienced is the patient in using PALs, what are the patients occupations and hobbies, how much intermediate does the patient expect? ect, ect, ect? Look at the lens you are fitting, find the minimum fitting height, and compare it to the measured pupil height. Then you have a start at least.

I'm concerned about what part of the optical trade you are in. I understand everyone has to start somewhere and even after years still won't know everything. But it seems we are scratching a the basics of opticianry here. Is there no one above you where you work who should be teaching you how to do these things before you are fitting patients with lenses?
