HOA with astigmatism?

A person explained to me problem with his vision, it is a weak astigmatism, with new glasses, a new Rx.
In the evening, the person see the ghost images on television, subtitles white on black, high contrast, digital clock, the students are dilated. He said, that, after Increase a little the prescription - 0.25. He says to see well in the day. But in the evening it is the bad in dark room.


I believe the aberration of high degree? Maybe dry eyes have damaged the cornea, Plus a new prescription is not? What causes the HOA (high-aberration order)?
