looking to see what reciprocation is available in those 2 states - i keep emailing the board getting no response. Basically Id like to know if I need to take the full exams again. I am ABO and NCLE certified since 2014.

Judging by this, I'm inclined to think not. They mention out-of-state licenses being required for the application. But I'm no expert; someone in the know please feel free to chime in.
(In fact, I bet Optiboarders could chime in on various states, and by the end of it there'd be a pretty cool chart to show for it!) Just a thought.

Ca. only requires a basic ABOC to register. You don't even need to maintain it after registered.

It is too much to ask for reciprocity when the licensing (and education) requirements between WA and CA are so different.
However there is a way to achieve WA licensure that does not require formal education or apprenticeship training. You may to sit for WA written (multiple-choice) and practical licensing exams in both dispensing and contact lens fitting if you can show (3 or 5?) years of documented opticianry experience. WA does not recognize the simplistic ABO or NCLE credential at all.
Even in licensed states, most will not offer reciprocity even to states next door with similar formal opticianry education requirements, a way of protecting their turf.
