If an Independent Doctor of Optometry becomes a provider for VSP, in-network, can she bill just for exam only?
To take VSP, they require a minimum of 200 frames on the board. She'll have the frames, but is it ok if she doesnt order glasses at all?

We file exam only all too often. It's not a problem with VSP.
If she is refusing to file on materials, then there will be a problem. VSP explicitly states in the current contracts that the provider needs to be able to provide all services, including materials to their members. If the doctor legitimately gets zero sales, then she will be protected if she has an audit.
You might be able to get away with offering patients a better deal than their insurance. However if they file for out of network claims on the eyewear, and see if affiliated with her location, it will cause some questions. If there was any uhmm... incorrect information..... on the application, it can result in them issuing a fine and demanding repayment on claims. (If I am reading into things correctly here..)
