It's not the amount, it's how you use the money you've allotted towards advertising. My suggestion is to come up with a budget and then find a small agency to help you build your brand.
I think some key components to building a successful ROI are (but not limited to) having a decent website (not something built by someone's nephew who lives in his parent's basement), Managing your SEO, and creating local buzz about your Dispensary in a creative way. What makes you different? Why do you do what you do? Why should anyone pay more for your services?
You can just randomly throw darts at a wall and waste money or you can approach it in a more organized fashion. At the end of the day you have to really believe in your brand and be cohesive with your approach.
