When looking at a CCTV, as with any television or monitor, you are basically perceiving the same image with both eyes since the monitor picture is flat, two-dimensional (i.e., has no depth), and generally viewed from straight on. Consequently, while there will be some disparity between the monitor images on the retinas, the images won't be seen from noticeably different perspectives or seen with depth, which is what provides us with stereopsis and the benefits of binocular vision.
