Since when did Rudy project charge us, as the dealer to replace the broken frame that is under warranty. And why are they charging me to replace it when its defective?

Different companies have different return policies. Some require either a reps authorization or an original invoice to credit a return. You might ask them?
They said that has always been there policy. We have an inside sales rep for Rudy but its not like Clearvision or Safilo where someone comes and takes back old product. I send them the frame, they replace the frame and charge me X(which is what they would charge the pt if they sent it instead of me). So why am I taking care of the warranty for them? They say its a 3 year warranty
Good question to ask yourself. Why ARE you covering their frames for them when they won't cover them themselves? Have you talked to your rep about it?

I was told it is a processing fee. I was trying to find out if other Rudy Project retailers are finding the same issue or not. Or if they let the patient take care of the warranty.
I don't carry Rudy because they go direct to consumer And give a discount. They are on sportsman sites with these type of offers;
Rudy Project Sunglasses USA is happy to announce a special discount to all shotgun shooters here on the forums.
The coupon code is ***** Use this code for 35% off with a free 25$ Rudy hat with every order....
This is right off a popular gun site.
