What are the consequeences for illegal Rx dispensing?

What are the consequences for Ordering Rx glasses, reading Rx with a Lensometer , taking seg heigths and P.D.'s without an actual Licensed optician on the site(more than a couple weeks out of the year)? Basically a Sunglass shop that does Rx. Where would i find that type of information? Thanks.
