Can anyone help me locate and get a copy of an article "If you cant measure it, you can't manage it" that was printed in one of the ophthalmology publications sometime during 2001?

Do you have any idea which publication this may have been in? Perhaps a list of journals you are likely to have read would help.

I went through the 2001 archives at EyeNet Magazine and Ophthalmology but I didn't see anything.
