I'm looking for new frames, like a Shuron Ronsir.

Shuron doesn't have spring loaded arms in this frame , but is there another manufacturer that has a similar frame ?

There was a good reason for that, Its not needed. The hinge can be totally rebuilt with a new shield , new hinge, and a good old staking set.
Spring hinges IMHO are built to self-destruct.
