If the above idea doesn't solve your problem, try clicking Tools-Reset Web Settings...
This will reset your Internet Explorer setting back to their initial state and hopefully allow for downloads.
If that doesn't fix it, perhaps you have a popup blocker and it won't allow a new window to open with the download link.
Yesterday I spent 1 1/2 hrs on the phone with tech support at ATT.Yahoo. We tried resetting to default settings, shut off firewall,
allowed pop-ups, deleted yahoo's spyware and popup blocker. turned off the computer, and then tried again. The computer would not allow me to
download the security programs from yahoo. So now I have no virus software, spyware, or popup blocker!
I also put a new cd-rom in the drive to load a new program for my new mp3 player. The computer won't even let me install that!
I did have an issue in August. My power supply went down. It had enough power to run the fan only. I've replaced the power supply and got a notice about improper shutdown. It asked if I wanted to use the last startup that worked properly, the computer loaded up and has worked since. Until I've tried to do program downloads. Do I have a software problem?
It's times like these I"m glad I have a Mac ;)

What OS are you using ? In Windows XP, logged in with administrative rites to install programs.

I am using xp install on demand is enabled.
Please explain about administrative rights. I didn't know there were any "special" accesses on a home personal computer.

if you do not have full administrative rights on your login you cannot install any progs.

I do remember that when I had the power supply problem in August, I had to use my rescue disk. After the install, it asked me to register xp. Since I had already registered it when the computer was new, I declined. Is it because my xp software is not registered that I don't have adminisrative rights? This is the only reason I can think of.
Who is your internet service provider ? How do you log onto the internet, IE, Netscape, Verizon Yahoo, etc ?

Your pop-up blocker may be the culprit. When you click on the download also hold down the ctrl button on your keyboard and see if that allows the download.
