The billings of a Brooklyn dentist, Dr. Dolly Rosen, rose to $4 million in 2003 from zero in 2001. Dr. Rosen, who was paid by Medicaid for as many as 991 procedures a day in 2003, was indicted on charges of stealing more than $1 million from the program after The Times questioned the state about her billings.

So a newspaper can look this kind of abuse up on line, but the department in charge of it cannot catch this? 991 procedures a day from 0 in 3 years? Only 1 million overcharged? :hammer:
