FTC wants to change contact lens rule - Patient Acknowledgement

Other than more paperwork to keep on file, what is this truly accomplishing other than reinforcing what is already a rule for the RX? Or is this needed as the Contact Lens rule does not state this clearly as the Lens RX rule?

The actual details laid out better by the FTC.
Still would like to know what actual changes would be require upon the practice and third party sellers, other than this acknowledgement.
Will this require third parties to stop using robo calls and automated faxes to confirm an RX and actually talk to someone to confirm?

Just another commercialization of a health care industry.
