Who can provide non-eligible Eye and Vision Care Benefits?
To be non-eligible for coverage, eye and vision care services can be provided by anybody's or on-line opticals, in some provinces as BC it is legal by law, in Ontarion and Quebec it is illegal, but nobody does anything about it. For the rest of Canada nobody complains, nor does anything about it.
Call the College and ask them .
Make sure you get it in writing and signed to protect yourself should you dispense based on their answer.

Quebec has done something about the internet vendors and so far is winning. Quebec is basically doing the work that the others are afraid to do, but then Quebec has always stood up for itself and been able to grow a pair.

Good reply, and I note that you do not have a suggestion for an answer to their question. Seems to me that the College would be the definitive source for a question that has no definitve answer and therefore would require that answer to be in writing if you wanted protection for your later actions.
the answer is NO. Handing out glasses does not qualify as an act of dispensing.
Dispensing is : interpreting a prescription, verifying a visual device, selecting a lens design, final inspection...
PS. pd and seg height are not considered dispensing either
