So kind of like other franchises like Subway and 7-11?
There's one down the street from me that I occasionally hop into just to see what they've got going. I started noticing more of their frameboard getting taken over by Randy Jackson, Ernest Hemingway, Converse, and Penguin. Not bad stuff but definitely middle-of-the-road. The thing that stands out to me is they've now taken prices off of all their frames. From a customer standpoint, if I'm going into a store, I want to know what I'm going to be paying when I'm looking at a product-- and not having to worry that the person making the sale is just tacking on or taking off extra dollars from person-to-person.
ETA: The last time I was in, I overheard an optician quoting a frame price to a patient... Either this location is staffed by some unscrupulous people or PV is really desperate. The price for a Hemingway that you'd normally pay for an Oakley/RB at a LensCrafters... seriously?

Yes they are presenting a turn-key solution so LO's can focus on patient care and less on the nuts and bolts of the business.

Gonna guess franchise. The interior decoration looked like it hadn't been updated since 1986, low lighting, no ambient music, smoked-glass front windows. Seems other PVs I've been in almost seemed to pride themselves on being TOO bright.
