I have one. It is a BerDel (Lux) spring hinge tool. The temple is inserted into the top portion and the lever is activated to allow alignment to insert temple screw with the front.
It's hard to tell from the photo... I've never seen one before. Looks like a temple bender? Or temple cutter?

not the look I remember exactly, grip was pistol like, Maybe a knockoff? I remember all plastic, and a fiber type top. Just for giggles, the only spring hinge I believe that you can re-build, 1 spring, 2 steel ball bearings, I think center rod. Ask an old timer, we still have some repair kits.

Thank you Sir. I are one of these old timers. BerDel had it's on rep with focus on their Spheroflex spring hinge assemblies.
Wow! I remember using one of those, they did work very well to replace spring hinge screws.
