I am working a personal side project. I want to compile my own list of PAL markings. I am well aware of the book that has them all. Is the PAL markings book okay for public use? In other words can I copy markings and info out of the book for personal use? If not how would I go about contacting lens manufacturers for markings and lens data so that I may compile as list?

The Progressive Identifier book is distributed by The Vision Council and is does have a copyright on it.
"No part of this publication may be reproduced, stored in a retrieval system, or transmitted in any form or by any means whatsoever, except in the case of brief quotations embodied in critical reviews and articles. The lens information was supplied by the lens manufacturer."
You could try and contact the Vision Council for permissions but I would think hitting up the individual lens manufacturers will get you further. Good luck!

If you're going to start contacting manufacturers, you should keep in mind that, thanks to free-form, most labs have their own markings as well. So you are going to need to account for every in-house design as well, assuming you want a complete list of markings.
