The whole story about this group has been questionable. But how do you stop someone with a wholesale lab from opening retail. Wholesale labs could use the arguement, ECPs doing in house surface/cut & grind is competion to them.

More than half a million dollars in public funds are in jeopardy after being awarded to companies run by a businessman who was nevertheless prosecuted for bad debts.
