My thoughts would be that each digital lens designs computes a compensated RX from a proprietary or specific algorithm. So the app would need to have each lens designs algorithm to work. I could be wrong though, it still early in the morning.
According to ANSI Z80.1-2010, section 10.1.1, compensated Rx values must be supplied on the package of the completed spectacle or in an accompanying document if applicable. So a US lab that indicates compliance with ANSI Z80.1 should be printing it with each job.

If the lab order is a match to your intent, don't EVER fail a compensated lens just because it doesn't vet when you apply ANSI with YOUR lensmeter, whatever type you use. Dispense and observe.

Darryl Meister developed a computer program that will calculate it. See the thread titled: Rx Compensator v2.6 (International friendly) Of course, there will always be a little variation based on the individual lens company's proprietary software.
How much would you pay for such an app? If the price is right I'll have one in the android store tommorow.

Another reason for wanting this is that it would be a nice double check on the lab. How many times are Rxs entered wrong, or verified wrong?? This would give us a way to stop problems before we have an unhappy customer.
Sounds like it could be of some value to you, but not monetarily. A way to get the exact app your looking for for free is to take a course on computer programming (do JAVA as it's going to be relevant to Android development), then take a course on mobile app development. That's what I did and now it's FREE when I want things like this. About a year ago I was interested in providing short tutorials on making things for our industry but the reception here was lack luster, not because I wanted to charge MONEY for it, but since I thought I would vet the people I would let access it. The overwhelming majority thought they were not going to make the cut, I find that interesting since this is a place where the cream of the crop come to. Anyway good luck and you can always hit the opticampus servers from your cell phone if a tower is available and wait for your POST form data to hit the opticampus servers and wait for the HTTP response back.

An individual asks for a simple program, that I offer to make in a day or 2. I throw in additional functionality. I do have a way of tracking how many installs there are and if he is impressed by the 2 modules, which quite frankly are the simplest modules in my personal version then it would be in his best interest not to share if I request.
I am offering it for free because he values it, to those that don't value knowledge they lose absolutely nothing in our transaction.

Pogu, check your e-mail as delivered as promised with an additional module that I think you may find helpful. The PAL module allows you to look up I think it was 300+ PALs to see if they come in glass, cr, trivex, mid, hi-1.6, hi-1.67, etc. It also shouws you availability in clear, photochromic, or polarized. If you press the eye button on the right it will take you to the layout chart just use the increase or decrease sizing buttons to align the reference marks on your lens and the rest should layout accurately. In the future I will try to have it save state so you only would need to resize once. My version of the App has contact lens features as well and a few other calculators that I regularly use. I also have a PD measuring device that utilizes the camera and a virtual frame system on my version. I regularly read threads here and think of things to add to my phone or handheld computer. I have debated porting Darryl's entire spec optics program over to android, it would take a little work, but the phones of today have the processing power and would make for a very useful tool.

I thought about incorporating ANSI, having the program add +/- tolerances in sph cyl and axis and then de-compensating the multiple Rx's to come up with an range of correct prescriptions that may have been ordered for that blind neutralize job, but thought it unnecessarily complicated.
