I have a friend starting an optical business. Does he need to become HIPAA compliant? The business is in Texas.

IN a short answer, yes. HIPAA is a federal requirement. If you look up information on a computer about a customer or bill an insurance company (even if you are out-of-network) you need to be HIPAA compliant.

Yes. And he'll need an NPI number even if he isn't billing insurance directly. A lot of insurance companies require it even on OON receipts.
