Cause illegal dispensing generally results in no significant correlated, long-lasting harm...only degrees of temporal discomfort.
With both the regulatory bodies varying from state to state, and the budgets of states under financial duress, you won't see money going this way any time soon.
In other words, don't hold your breath.

Apparently the car dealers feel there is a duty to warn and inform the public and they take the matter seriously.
When you proclaim to be a "protector of the public" there is a responsibility associated with that statement.

So is there any "statistical harm"? If there is none , then are you saying we don't need licensing ?
.................................furthermore, a car dealer's regulatory board is the car maker, a commercial venture who's interest is in proper distribution of his products.
While in the optical industry the manufacturer does not care who sells it and for how much as long as the merchandise gets moved.
As far as I know, just about zero documented long-term harm. But I don't know everything.
Any OB whose got more valid studies on this, you are invited to present them anytime.
It's not about harm. It's a craft. It's about adequate vs. excellent.
At least as far as eyeglasses goes. Of Course, that point alone is argueable.

Statistics or not, I don't think we have to worry about regulations being enforced anyhow.
He does look familiar. In another lifetime wasn't he selling watches and later sunglasses? The whole advertisement certainly has a sleazy element to it.
Although it is aimed at curbsiders, you have to wonder where the curbsiders bought the vehicles from in the first place, which would bring us back to Chris' point ".... who cares who sells it and for how much as long as the merchandise gets moved "
