Can anyone tell me what does it mean on Hoya ID Mystyle lens when it has markings of MB 4L or MB41?
Also what is a good resource for a current PAL identifier? My lab wants $59 for one. Any helpful advice would be appreciated.

It means Mystyle, 14 mm corridor, material (1)...See list provide by Hoya.
I would negotiate the price with my lab, and depending on your volume, they might credit back the cost of the identifier if you purchase xx.xx over several months, or consider it the cost of "doing wach -a do"
