Haven't got mine in front of me, so all the details may not be correct.
When you get a piercing pin stuck down into the frame, you slide the black L-shaped end into the hole in the base. Then the flat silver piece keeps the frame from lifting too far up as you lift and pull the pin out of the frame.
Also used for removing and inserting bradded henges. Used for removing embeded screws. Peening screws (which only the best opticians bother to do). Can be used to form or re-form a bridge (with clavical attachment). Lots of uses. Most of which can be done with an assortment of specialized plyers or a staking unit.
Have tried and tried to get Hilco and other optical suppliers to give CEC courses on thier tool uses, but they don't seem to care.
