Assuming you dont mind a UK web developer, drop me an email detaling exactly what needs doing, the site it needs doing to - we would be delighted to give you a quote. Sounds pretty easy really

Looking at the site, we would probrably recommend a look at Gallery2 - we have done quite a few implementations of this. The advantage for you is that there are MANY ways of uploading new image/categories. Once set up, you have a damin panel where you can control all sorts of things - including setting up new image sections etc. Incorporating a stats counter / webstats package / google analytics is pretty straightforwards too
