No.
That would be a very dangerous thing to do.
If you're welding, wear a welding mask.
If you're directly observing a solar eclipse (annular or total) at *ANY* time, even before totality, *ALWAYS* wear trusted eye protection from the sun. Mylar glasses are a good inexpensive means to do this.
If you're working with telescopic observations of the sun, while a mylar filter can be used, often in conjunction with stepping down the aperture of the objective of the scope. However a quality Hydrogen Alpha filter will offer greater definition and clarity in almost every case.

Years ago we had a healthy eclipse here and we wanted to watch it. We got our 8X50 binoculars and taped ten glass G-15 lenses over each objective lens. We got an excellent safe view, and terrestrially, all you could see was maybe a bright glint off a windshield, otherwise all was dark.
