    The intention behind this was not bad.
    Just an unrealistic way to solve a unrealistic problem.
    Put in the hands of unrealistic politicians giving unrealistic orders to lazy and incompetent bureaucrats and software programmers.
    Criminals rarely declare their guns to the authorities.
    Politicians a real geniuses...
    A 1 billion mess for almost nothing.

    Did I mention that some families of victims of Polytechnique were very close to the government ? Maybe software programmers (big part of the problem)?
