Eye refraction and professions

Hello,

Please, can someone tell me which professions can perform eye refraction in USA, and what are their competence in practical work?
In Serbia (Europ), we just started the process of legalization optometristic proffesions.

In the US, an optometrist (OD), or an ophthalmologist (MD) can perform refractions. Other MDs can also theoretically perform them, but almost never do because they work in different areas of healthcare. Most refractions are performed by optometrists. Many ophthalmologists use technicians to do the task, and then have to sign-off on the prescription.

Does optician perform eye refraction? In some states in Europe and opticians, with additional education, can perform eye refraction.

In some European countries, optometrists are known as opticians. They may be known as refracting opticians and usually have the equivalent of a Bachelor's or Master's degree.
