Hmmm, for what other purposes. I vote No just on the reg's involved, as each state already has a system for licensing and for records of purchase.

Before voting, you may want to actually read the text of the bill to which Dick's link points. A State licensing scheme that meets or exceeds the requirements of the federal one may be certified by the AG, in which case, the only additional burden on the State is to send a record of the sale to the feds.
Of course, sensible States would probably just let the feds assume the administrative burden, and the cost thereof, and chuck their own systems (and the costs thereof).
