it is odd, but my assumption is that the keypads from the manufacturer is the same whether it is outdoors or indoors.

It might be for blind people who have someone to drive them to the bank. They they just lean over, put their card in and do their thing. That's the only logical explanation I've been able to come up with! :D

When the bank orders 2200 ATMs the mfg doesn't know if they are going inside or outside. The bank probably doesn't even know yet.
