    owning a practice in new york

    Does the owner have to be liscensed as an optician or an optometrist?

    No, the owner can be anyone, although I don't think this is very common. If eye exams are being done, a licensed OD (or MD) must be on the premises. If only dispensing is being done, a licensed optician (or OD or MD) is required. A lot of larger establishments have both an OD and an optician.

    Edit: forgot about the large corporations, Sears, Costco, WalMart...they are an example of "people" that can own an optical and not be licensed. They hire licenses.
