    Ok so, Dispensing optician has been defined.
    How about the word dispense?
    What does it mean to DISPENSE?

    Forget about the definition of 'dispensing'. The answer to the original question is that there is a difference between interstate and intrastate commerce, and which laws apply. if the transaction is between a person and a business/optician in the same state, the state laws pertain to the transaction, but if the business is outside of the state, the federal laws supercede. So if you are in a licensed state (NY for example) and you sell CTL w/o a license you are subject to NY state laws, and would probably be in violation. If that same customer purchased CTL online from a firm outside the state, say utah for example, only the Fed laws (FCLC for example) apply, not the state laws, since it is considered interstate commerce.

    Super online deal

    I had a customer ask me to take pd's for her yesterday so she could buy a set of polycarbonate pals lenses and a plastic designer frame with all coatings online for $39.oo. She gave me the website but i lost it. I couldn't do the pd's for her but told her to go back to her original od. She works for the school system her and said all the teachers were getting glasses from the website. I will try and find the website address.
