Photophobia is an extreme case of light sensitivity and is most often associated with pathology of the anterior segment of the eye. The most often causes are keratitis, corneal ulcer and uveitis. This must always be compared to nonpathologic light sensitivity which most often due to a normal variation of the norm.
Photophobia= Literaly "fear of light" While we use this for light sensitivity, I suppose it means reacting to same to the point of avoidance (fear). Causes stated in above post are some of the most common. Any disturbance or inflamation of the cornea or iris can certianly result in same. One really should see an eye doctor instead of relying on us internet authorities for your problem.

Why Some of them ,pupil cant or not flexible to become "small" when the light in front of the eye?this is cause by what reason?

If the pupil will not constrict, yes they gonna be light sensitive. Please explain why the pupil will not constrict...

full blown photophobia is as said often related to pathology. Pupil size is not necessarilly an indicator of photophobia, although it may indicate pathology or allergies, food intolerance, convergence problems, praxis problems, dyslexia...
In addition, some light sensitivity may be found to flicker, colour (even in relatively low energy levels), or in conjunction with other visual stimulus such as striped patterns. Whilst not technically photophobia it is important and should be addressed by the professional
I think they are asking what would cause the pupil constriction to be sluggish or not constrict at all.
The answer is there are several things that could cause that....
If you are trying to figure yourself out, you should really ask these questions from your doctor.
