Be nice to the guy, there are lots of books, tapes, and courses on retinoskopy, or skiaskopy to use the correct term. Some of these are called by other terms to avoid arousing the ire of various optometry associations, but they are out there.
Contact the CLSA, or the OAA, AOA or even look for a book on Ebay, or through one of the optometric, opthalmological, or opticianry, web sites.
And it is perfectly legal to practice on a schematic eye or a non-human animal.
Jack Copeland used to practice on, dogs, cats, owls, and other critters.

I learned as part of my refraction courses. First practicing on a schematic eye and later paired up withanother student. If I am not mistaken it is outlined in g Primary Care Optometry
Get a Welch Allyn streak unit when you get the handle get the onewith the charger built into the handle and the extention collar so you can use 2 C cells in a pinch

if it's possible for you, try to find yourself a welch allyn retinascope.
this scope is one of the best ones to use.
i teach retinoscopy at sanjacinto college in pasadena, tx. and my students have learned to become very efficient at it within 3 months.
with retinoscopy you can refract animals, babies, young children and non-responsive people.

Sorry and yes, even though it's illegal in many places, I suppose if the doc is no good at it it would be better for the public if the doc had some help from anyone who can do it. You can certainly earn a degree in Ophthalmic technology and practice all the retinoscopy that you want. Here are a few of the schools. They have associates, bachelors and recently they got a master level program. I guess if it was illegal they would not offer such careers dont you think so...I wonder if the education is better there than ..oh well do not wanna be fried on this one again...

Chris: I hate to disagree with my learned collegue but almost everywhere in the states a licensed M.D. may deligate almost anything to a subordiante but becomes totaly liable for the subordinates actions. I have heard of surgery being deligated, and in some parts of the world there is an ocupation called a surgical technician who performs surgery (yes, even catarac surgery.) And of course we all know there are many things one can do in a physician or university setting that can be done that are not allowed in independent practice. Techs, screen Rx, visual fields, opthalmic pressures, change wound dressings and countless other duties far more liabilitous than retinsocopy (skiaskopy).

I have worked as an ophthalmic tech for 16 years and in four different states. Every MD has their tech refract for them...their time is too valuable to do it themselves. I doubt something that is taught to techs, tested to become certified and practiced by them throughout the US is illegal...if so every Opthalmologist would at the very least have their medical license revoked...which isn't the case. I am sure everyone of them can do it, as most of them do it themselves for the 3 years they are a resident...when they start to practice as a staff doctor they start to have the techs do it for them.
It wouldn't be illegal to streak someone or refract them for practice anyway...you just wouldn't be able to write them an RX.
