    whats better? Doctor who dispenses or Optician who refracts

    In terms of patient care what is better

    a: A three tier system which has Doctors, Opticians and Dispensers. Doctors dealing with medical issues, Opticians who deal with refracting and Dispensers who dispense spectacles
    b: A mainly 2 Tier system, with Doctors who refract and dispense and Opticians that dispense only
    c: A system that lets Doctors refract, dispense and treat medical problems; that lets Opticians refract, perform further tests to diagnose eye problems, and dispense; that lets dispensers refract and dispense

    I think that A would be ideal... I personally do not believe that opticians should not refract... however greed mandates that ODs and MDs sell eyeglasses as well... also its good to point out that the patients usually want a one stop shop.
    so A is not realistic and probably will not happen again.
