The full story was that every billion dollars spent resulted in 47,500 jobs.

$1,000,000,000 / 47,500 = $21,052 per year

...and that's IF all the money was given to the workers without any profit for the parent company with zero engineering fees, tar or any other supplies.

No wonder neither side wants to secure the borders, the average American would not take the job.
